The Delano City Council consists of five members and is responsible for governing the city at the local level by creating city policies and budgets as well as administering them. The members of the council include the Mayor and four councilmembers all elected at-large.

The first permanent settlers to arrive in what is now Delano staked their claim to the land in 1855. The population fluctuated greatly, as settlers would come, just to be driven back to larger settlements during Native American uprisings or other hardships. Finally, after the Civil War ended, the town began to grow firmer roots.

By 1868 the railroad had reached Delano, and with it came an ever-growing number of German and Polish settlers. The population increase prompted businessmen to take note of the area, and soon came stores and hotels. Though the community still utilizes the rich farmland for agricultural purposes, the City of Delano is now a dynamic community with over 5,000 residents.
